The SpaceX Louisiana spaceport announced for Vermilion Parish is being pitched as the largest commercial launch facility ever built, a $100 billion campus on a former Exxon property along the Gulf Coast, west of New Orleans. SpaceX says construction begins in 2027, with first Starship launches in 2029. Louisiana Economic Development (LED) is a touch more cautious, putting initial operations at 2030.

At full buildout, the site is planned to include five launch complexes, each with two launch pads and a propellant farm, according to Louisiana Economic Development’s SpaceX project page. LED describes the Vermilion Parish facility as SpaceX’s ‘fourth and largest launch site,’ with the campus designed to become ‘the largest spaceport in the world, with capacity to support thousands of launches annually,’ according to WDSU’s report on the announcement.

That is a staggering ambition for a rocket that has not yet delivered a single commercial payload to orbit. But ambition is, demonstrably, not something SpaceX has ever rationed.

The Jobs Pitch: Big Numbers, With a Small Asterisk

LED’s official figures put the direct employment impact at 3,000 new jobs over ten years, with an average annual salary of $92,600, a figure the agency says is 192% above the current Vermilion Parish average wage. Add in indirect employment and LED projects more than 8,100 additional jobs, for a combined total of more than 11,100 new job opportunities across the Acadiana region.

Elon Musk offered a bigger number on announcement day, telling viewers in a video posted to the SpaceX website that the company would bring ‘probably 10,000 really exciting jobs’ to Louisiana, as reported by CNBC. The two figures are not directly comparable: LED’s 3,000 refers specifically to direct new jobs under defined economic modelling criteria, while Musk’s 10,000 appears to be a broader characterisation. Both figures come from parties with obvious reasons to talk the number up.

As a condition of the state’s incentives package, SpaceX is required to make a $25 million charitable donation to the Community Foundation of Acadiana, to address strategic regional priorities and needs arising from the project’s growth. SpaceX is also expected to participate in Louisiana’s new Aerospace Facilities and Activities Rebate, created under Act 190 of the 2026 legislative session.

SpaceX Louisiana Spaceport and the Starship Development Gap

Here is the part of the press conference script that tends to age poorly: SpaceX is still in the middle of proving that Starship works at all. Thirteen test flights have taken place since 2023. The 14th could, for the first time, send Starship’s upper stage to orbit. But returning both the booster and upper stage to the launch pad on a single flight, the basic prerequisite for genuine reusability, has not happened yet. SpaceX’s own ambition is multiple Starship launches per week. The gap between ‘fourteen test flights and counting’ and ‘thousands of launches annually’ from a purpose-built Louisiana campus is considerable.

That gap matters commercially. SpaceX’s S-1 registration statement, filed with the SEC on 20 May 2026, lists Starship delays as the company’s top risk factor, warning that failure to complete development ‘at scale in accordance with our anticipated schedule’ would ‘materially and adversely affect’ its ability to deploy next-generation Starlink satellites, satellite-to-mobile connectivity, and orbital AI compute infrastructure, according to Via Satellite’s analysis of the filing.

The filing also shows why SpaceX cannot afford to let Starship slip. The company’s Connectivity segment, driven by Starlink, generated $11.4 billion in revenue in 2025, approximately 61% of overall company revenue. The launch and crew services business added $4 billion. Keeping Starlink growing, and building the orbital AI compute network Musk has described, both require Starship at scale. The S-1 records research and development expenses of $8.643 billion in the most recent year reported, up from $3.464 billion and $2.105 billion in the two prior years respectively, reflecting the acceleration of Starship investment.

SpaceX has also spent more than $8 billion developing Starship specifically, according to filings submitted to the Securities and Exchange Commission. Elon Musk has said he intends to retire the Falcon rocket family once Starship is flying multiple times per week, comments that confirmed earlier Bloomberg News reporting that SpaceX was already briefing prospective customers on the Falcon programme’s end.

The Louisiana site is designed to be self-sustaining, with propellant production, power generation, deep-water shipping, vehicle processing facilities, and an airport all planned. SpaceX says it has already engaged Louisiana’s Department of Wildlife and Fisheries and the Coastal Protection and Restoration Authority on potential environmental impacts, mindful of the legal battles it has faced over its Texas operations.

Vermilion Parish Police Jury President Chad Vallo captured the local mood in the announcement statement: ‘We are very excited to be in this position to receive one of the best opportunities of a lifetime which will bring not only a variety of jobs to our Parish but will offer opportunities to our grandchildren allowing them to stay home for employment.’

The real test arrives well before any rocket clears the pad in Louisiana. If Starship is still on its fifteenth or twentieth test flight in 2027, the groundbreaking ceremony will have a different atmosphere entirely.
