US drone and robot restrictions are reshaping global competition in robotics, but industry analysts warn they may accelerate a fragmented world market rather than deliver a clean American victory. Washington has spent the past year methodically building a regulatory wall, and China has the manufacturing scale to simply route around it.

What the US Drone and Robot Restrictions Actually Cover

The scope of the restrictions is broader than most headlines suggest. The Federal Communications Commission (FCC) added unmanned aircraft systems (UAS) and their critical components to its FCC Covered List on 22 December 2025, covering data transmission devices, flight controllers, ground control stations, navigation systems and associated software.

Routers produced in a foreign country followed on 23 March 2026. Then, on 28 July 2026, the FCC’s Public Safety and Homeland Security Bureau added both advanced robotic devices and foreign-produced power inverters to the Covered List, with all additions grounded in National Security Determinations made by an Executive Branch interagency body.

The security concern is not abstract. In April 2025, researchers identified a potentially pre-installed backdoor on foreign-produced robotic quadrupeds that granted access to camera feeds and allowed full remote control of the device. That finding was cited directly in the FCC’s National Security Determination on advanced robotic devices as a basis for the Covered List addition.

The FCC has moved from words to enforcement. On 10 August 2026, the agency revoked equipment authorisations held by Odyssey Robot LLC. And while existing authorised devices received a limited waiver covering software and firmware updates, issued 28 July and clarified 20 August 2026, the direction of travel is unmistakable. Drone tariffs take effect in September, with additional component tariffs arriving in 2027.

Agility Robotics welcomed the July Covered List move, saying it could address security concerns around foreign-made advanced robots before they become deeply embedded in the US market, as has happened in the drone sector. The company pointed to its Digit humanoid, designed and assembled in the US.

China’s Scale Advantage, by the Numbers

The restrictions land at a moment of extraordinary Chinese momentum. Global humanoid robot shipments reached 22,000 units in the first half of 2026, nearly 300% higher year-over-year, according to Counterpoint Research. (A separate analysis by Smart Analytics Global put the period total at 19,100 units; Counterpoint’s figure aligns with the broader industry consensus and is used here.)

The top five makers by shipments were all Chinese: AgiBot, Unitree, Galbot, UBTECH and Leju Robotics, together accounting for 86% of global shipments. AgiBot led with approximately 9,700 units shipped, roughly a 43% market share, while Unitree ranked second with more than 7,000 units and a 31% share. Unitree has also listed on Shanghai’s Sci-Tech Innovation Board, a signal of capital market confidence in the sector.

By application, service and guidance deployments ranked third in volume with roughly 19% share; intelligent manufacturing accounted for 13%; warehousing and logistics for 5%. That spread suggests Chinese manufacturers are already seeding multiple industries, not just factory floors.

The cost loop compounds the lead. Lower prices allow more robots into the field, generating real-world data that improves the technology. Higher volumes drive costs down further. Unitree is developing more components internally; automakers such as XPeng can draw on existing chip and vehicle manufacturing experience. ‘China leads in manufacturing scale, supply-chain depth and cost,’ said Ankur Saxena, an investment director at TDK Ventures.

A Fragmented World, Not a Clean Split

US drone and robot restrictions may be most effective at protecting the domestic market. Beyond the US border, Chinese manufacturers retain a large home market and room to expand into Europe, Southeast Asia, Latin America and the Middle East, where demand for affordable automation is growing, according to Soumen Mandal, a principal analyst at Counterpoint Research. Mandal expects humanoid makers to follow the Chinese EV playbook: build scale at home, expand internationally, then establish local production.

The drone sector offers an early preview. Bentzion Levinson, founder and CEO of Virginia-based Heven AeroTech, describes a market already splitting into two ecosystems: a US-led arena of NDAA-compliant systems, and a China-led market of high-volume, lower-cost production. Western manufacturers are unlikely to compete on the low-end consumer side. The better opportunity lies in long-range autonomous systems for defence and critical infrastructure, where security requirements carry more weight.

Levinson also points to the next competitive layer beneath the hardware: ‘The next battleground is over who owns the next-gen energy and payload architecture,’ with battery constraints likely to become an increasingly important axis of competition as drone capability expands.

For humanoids, allied manufacturers in Japan, South Korea and Taiwan offer components of an answer, drawing on decades of industrial robotics, electronics, and semiconductor expertise. But as Saxena noted, ‘The alternative to China isn’t a purely domestic US supply chain; it’s a diversified allied one.’ And as the FCC’s UAS Covered List notice makes plain, the regulatory perimeter keeps expanding. The March 2026 router addition suggests the list will continue to grow.

‘You cannot sanction your way around a cost curve. You can only out-build it, and America has yet to begin making the decade-long investment that will require,’ Saxena said. The next test is whether allied governments match the FCC’s regulatory energy with the industrial policy to back it up.
